According to a release by NCIS‘ showrunner, Steven D. Binder, Parker’s relationship with his sister in NCIS season 23 will mirror the difficult relationship they had when they were younger. As Harriet arrives to deal with the fallout of their father’s death, the atmosphere will already be tense due to the circumstances. Their sibling dynamic will not make things better.
As children, Parker and Harriet’s relationship was marked by their differences. Parker was a troubled kid who constantly got into trouble, whereas Harriet was on the good side and followed rules. Now that Parker’s actions had a hand in Roman’s death, their old sibling dynamic will come back into full force as Harriet judges the situation.
Parker’s Sibling Dynamic Could See Him Regress To The Self-Destructive Patterns Of His Youth

Dealing with Roman’s death will be stressful enough, but Parker’s difficult relationship with his sister might be what causes the most damage to his character.
