Mixing compelling cases with great personal stories, NCIS season 23 has elevated its storytelling with some nostalgic returns, such as Vera Strickland and Ellie Bishop. All the while, there has apparently been a bubbling problem throughout the year, and it finally surfaces in “In Too Deep.”

Building from Vance and Parker’s conflict, NCIS season 23, episode 12 finally sees the Director admitting that the agency is in danger of being impacted by the ongoing budget cuts. As previously established, Army CID was facing RIF (Reduction in Force) and was in danger of being folded into NCIS instead. Vance has been working hard behind-the-scenes to make sure that his organization remains intact amid these changes. So, it’s a massive blow when he tells Parker in the final scene of “In Too Deep” that Army CID isn’t the one getting dissolved, they are.
CBS’s Super Tuesday return in 2026 makes it clear that NCIS is prioritizing its trailblazing spinoff than preserving a specific part of Gibbs’ legacy.
Why Vance’s agency was chosen to be dissolved, especially after years of doing solid and high-profile work, is currently uncertain. NCIS season 23, episode 12 ends before he could share any more details or Parker could form a reaction to the jaw-dropping announcement. What NCIS’s Shutting Down Means For Vance, Parker, & The Rest
Since NCIS is already renewed for season 24, it’s safe to say that one way or another, the agency will eventually be reinstated. Whether it will look the same as it was before this happened is the bigger question at this point. The writers can’t simply pull a vital twist like this without any plans to change the show’s format moving forward. Otherwise, it will feel like this plot is done for nothing but shock factor. Perhaps this is a pre-cursor to the final stage of NCIS evolution following its rebrand.
