SVU’s New Villain Is a Chicago P.D. and Original Law & Order Alum

Actor Todd Horman (see photo here) is set to guest star on Season 26 of Law & Order: Special Victims Unitand fans of Dick Wolf’s sprawling TV universe might recognize him.

Horman has built an impressive career across stage and screen, and it all began with a guest appearance on the original Law & Order. Horman is no stranger to courtroom showdowns or nail-biting drama; he has appeared in several Wolf series across the Law & Order and One Chicago franchises. With a proven knack for procedural thrills and an affinity for TV dramas, we can’t wait to see Horman bring his A-game to SVU. What circumstances will lead Horman to come face to face with Captain Olivia Benson (Mariska Hargitay)? Only time will tell.

Like many actors who get their big break within Dick Wolf’s vast television landscape, Horman made his on-screen debut in a 2005 episode of the original Law & Order. Horman landed a non-speaking role on Season 16, Episode 7 (“House of Cards”); his character briefly ran into Detective Fontana (Dennis Farina) and Detective Green (The IrrationalJesse L. Martin) as they investigated a young woman’s murder and her newborn’s disappearance.

Horman guest-starred in Chicago P.D. Season 5, Episode 16 (“Profiles”) as George Lehr, an arms dealer who crossed paths with the Intelligence Unit under less than ideal circumstances — they were hunting down a bomber on the loose. Horman reprised the role in Chicago Fire Season 6, Episode 13 (“Hiding Not Seeking”) as part of an action-packed One Chicago crossover episode.

As the Intelligence Unit and Firehouse 51 joined forces to take down an M.I.A. bomber, their investigation brought them to George Lehr after they discovered he sold explosives to the suspect. After discovering George had sold a bomb vest to a vengeful journalist-turned-terrorist, his dealing days ended with his arrest.

Horman later made his way to The Blacklist in Season 7, Episode 10 (“Katarina Rostova No. 3”). Horman played a manager who briefly crossed paths with Raymond Reddington (James Spader) as he tracked down one of the insidious criminals on his infamous list.

Horman returns to Dick Wolf’s procedural universe in Season 26 of SVU, guest starring in the April 10 episode (“The Accuser”). (Minor spoiler: He’s playing a villain!) Some of Horman’s latest projects include a 2023 episode of The Gilded Age, as well as a 2024 episode of Dick Wolf’s FBI: Most Wanted, where he played Detective Hodge. Horman never fails to deliver a gripping performance, making him an unforgettable addition to SVU‘s glimmering pantheon of guest stars.
