After that climactic Tracker Season 2 finale, all bets are off regarding what could happen in Season 3. Of course, there are a few things that we’d like to see in Colter Shaw’s (Justin Hartley) next batch of adventures, and that includes the return of some characters explored first in this third season. In the penultimate episode of Season 2, “Rules of the Game,” we were introduced to FBI Special Agent Moss, played by longtime television star Tahmoh Penikett. Penikett has previously appeared on Battlestar Galactica, Continuum, Supernatural, and even Smallville (though sadly, he and Hartley never shared any scenes), but now he returns as an FBI agent who could easily become a confidant to Colter going forward.
‘Tracker’ Needs More Recurring Characters Like Agent Moss
After bringing in the FBI when Reenie (Fiona Rene) is captured, Moss at first tells Colter to stay away from their case. Naturally, he later comes around after the rewardist finds Francie (Kaylah Zander) in record time. Without Colter, there’s no doubt that Reenie and her mysterious employer, Leo Sharf (Pej Vahdat), would have both bit the bullet, and Moss would’ve been in deep water with the Bureau. Still, with many wishing that Colter would have a partner in Season 3 — a role that could just as easily be filled by Brent Sexton’s Keaton, who was already featured in a recurring capacity in Season 2 — it may be more interesting for Tracker to include Moss in a larger capacity next season. Moss would have certain government connections that may help Colter with more high-profile cases, and his friendship could be just the “in” that he and his team need to do their job to the absolute best of their ability.
Additionally, bringing in these recurring characters — as the show did earlier this season with Detective Helen Brock (Diana Maria Riva) in “The Grey Goose” — builds Colter’s larger network and gives him additional leeway to work around (and in conjunction with) the law. For anyone else in his position, hoping to collect rewards by working with federal employees, that could easily come across as sketchy, but considering Colter’s integrity and genuine desire to help others, it makes sense that other law officers would be willing to work with him, Moss included. Indeed, Moss admits that it was a mistake to cut him out of the case with so many lives on the line, and asks the show’s resident tracker to get back in the game. Thankfully, Colter’s investigation pans out, and Moss is able to stop Francie before she kills Sharf while Colter rescues Reenie on the other side of the city.
Agent Moss Has the Potential To Become a Bigger Part of the ‘Tracker’ Saga
Although we only got small glimpses of what a partnership between Colter and Moss could look like in “Rules of the Game,” the possibilities are endless. Other network television shows like Fringe or Castle have previously played with the idea of civilian consultants working alongside law enforcement, and Tracker could easily go that route in the future. Of course, we don’t want to lose what makes Tracker special, namely the random standalone cases in the random towns across the country. But that doesn’t mean that Colter and Moss couldn’t work with each other semi-regularly. After all, Velma (Abby McEnany) hardly ever appears on screen (and when she does, barely contributes to the plot), so adding in another cast member who would actually be a “boots-on-the-ground” addition could prove valuable in more ways than one. Plus, it would give Colter a more consistent scene partner, not unlike the new dynamic between his tech support team: Bobby (Eric Graise) and Randy (Chris Lee).
Additionally, the FBI’s involvement in the Season 2 finale “Echo Ridge” could serve as a new bridge for Colter and Moss’ continual partnership. It’s possible that a sting operation like that, which takes down a ring of child traffickers, could shed light on a larger investigation. In this way, Moss’ familiarity with Colter could lead to the Bureau pushing him to get our hero further involved. Colter has more than proven his worth as a private investigator (though he would never call himself that), and it may be beneficial to Moss and others on his team if Colter were more involved in certain cases they couldn’t quite crack. This would echo the way that Keaton took a look at Colter’s own white whale cold case, helping him bring the Teacher (Nicholas Lea) to justice after decades.
Alternatively, ‘Tracker’ Could Turn Agent Moss Into a Foil for Colter Shaw — if Justin Hartley Gets His Way
While it would probably be better if Moss and Colter remained allies, the truth is that this could go the opposite direction as well. In an April 2025 interview with The Hollywood Reporter, Justin Hartley noted that he wants to see Colter Shaw on the run from the government. “It would be interesting, I think, to see him be set up,” the Tracker star explained. “In other words, to see him using all those skills to run from the authorities, because you’ve been set up for whatever reason.” Perhaps a great way to do that would be to bring in Moss as a recurring character who is on Colter’s trail. As someone who knows and understands Colter and his desire to help others, there could be some interesting conflict within him between his loyalty to the FBI and his view of Colter. That kind of episode (or arc, if we want to extend it even further) practically writes itself.
No matter what direction Tracker Season 3 goes, we cannot wait for more adventures with Colter Shaw. Hopefully, the show will be granted more than just 20 episodes, but no matter how many we get, the possibilities are endless. After a successful second season that introduced a plethora of new and engaging characters to pull from, it would be a mistake for Tracker not to bring back Special Agent Moss going forward, especially as the dark truth about the Shaw family begins to come to light.
